this is a popular US based site for pc components, jst a couple of months back it opened its doors in our country. Not all the parts listed on site are shipped to india, but still there are plenty of options available.
If u dnt find suitable product then flipkart.com and snapdeal.com zindabad.
I suggest go with a heavy air cooler since the fx 8350 gets hot like hell when oc'd above 4.40ghz.
Cooler of my choice is Deepcool Gamerstorm Lucifer, provided ur cab can support coolers of upto 168mm height.
If not in budget, then cooler master hyper n520 with nearly 160mm height suitable for most of the mid tower cabs out there.
Liquid cooler are very costly in india, so better stick with heavy and similar performing (as liquid coolers) air coolers.
Cooler master's tpc-812 was a heck of a cooler, but too bad for us, its literally NOT available in india.
Gud luck...
Dnt 4get 2 select d bst answer...

If you don't have room for the Corsair H100i, then the Corsair H80i will be perfect. I have my 8350 clocked to 4.6Ghz with the Bus OC'd as well. Works great and doesn't ever come close to overheating. Not to mention prices dropped for a while. Hopefully they are down where you are.

I recommend AIO coolers or custom liquid loops. Air coolers do well, but are noisy in comparison.

Not to mention, tagging off of cmi86, based off of those specs you shouldn't really worry about noise either. If that ever was a factor. Personally, I recommend AIO coolers as they add aesthetics, they clear room in chassis for better air flow, they can be a bit quieter (depending on the settings you have them at), and they are pretty reliable unlike some comments I've read on tom's. You should check out Fractal and their new AIO cooler line up as it is the most flexible right now and closest to an actual custom loop out of all the AIO coolers as well. Now it is not recommended by Fractal, but you can change out the fluid in them as well. Just in case you would rather go with distilled water instead of the glycol mixture they typically come with and you can add radiators or other Fractal AIO coolers in tandem with each other if you ever went that far with your cooling system.

You don't buy a cooler every day I have NH-D14 they even send you for the mounting equipment if you want to move into a new platform for free.

Something that was for 5 years no 1 in tom's hardware doesn't loses value.

Typically, all-in-one coolers will be quieter with better performance. Some might have a whine from the pump and if you turn the fans up to get even better cooling then the noise will go up. Really it boils down to how much you have to spend and how loud you are okay with your computer to be. AIO coolers will be quieter and lower RPM levels.
