New Power Supply makes CPU Loud noise on boot and no Display on Monitor

So my original PSU is 400 watt and my New Power supply is 600 watt. I change my Graphics card as well. From Geforce GT 460 to the newest Geforce GTX 770. Still it doesnt seem to be the problem but the PSU and the CPU is having a problem. When I press the Power Button (with Geforce GTX770) for a couple of seconds the CPU makes loud and Fast Fan Noise like it is Overclocking. When I press the Power button without the Graphic Card (Geforce GTX770) it still makes this Loud Fan Noise (Overclocking or something). The PSU is 115.

I've personally had a bad experience with that PSU, I used to have it in my computer and it failed within the year - and my system had a GTX 680, which is a rung down from your 770. Return it and get a PSU from a real quality manufacturer.

I'm telling you that the PSU is garbage. It's not even able to power your system up.

You trying to use it is like trying to pedal your bike at 40MPH, it's not gonna happen.

If you want, you could disconnect your GPU (take it out of the mobo and everything) and try booting. If it does, then I would immediately toss your PSU.
