Can't Disable Turbo Boost Technology?

I have an i5 3570k on an asrock z77 extreme4 mobo. I recently bought a corsair h60 water cooler so i can safely overclock my processor. When i go into my bios and click the "OC Tuner" tab, Turbo Boost Technology is one of the options to turn on and off but i cant select it to turn it off. So I downloaded Intel's overclocking software to see if it would work on there and the same thing happened. I can increase the turbo boost clock to whatever i want but i cant fix it to one speed. Is my processor locked on turbo boost or something? WTF

My dads pc I built for him uses a z77 pro4 mobo with a 2500k processor and I experienced the same problem. It really doesn't matter though because if you are overclocking you are overclocking past...

My dads pc I built for him uses a z77 pro4 mobo with a 2500k processor and I experienced the same problem. It really doesn't matter though because if you are overclocking you are overclocking past the turbo anyways so it won't kick in and will have no effect on stability.

yeah i ended up just accepting that i can only mess with the boost. still works fine
