Radeon HD 6450 display crashing

So I've seen this issue around the forums and different people seem to have been able to fix it with different solutions.

I'm using an AMD Radeon HD 6450 graphics card and it keeps crashing. When it does the image goes all scrambled and staticy. Sometimes it recovers and provides a pop-up balloon saying something along the lines of "the graphics driver stopped but successfully recovered", sometimes it goes to a black screen and does nothing (though my monitor doesn't go into standby), and sometimes it bluescreens.

This seems to happen completely randomly. It happens while gaming, browsing the web, working with text files or even sitting idle on the desktop. Sometimes it takes hours for the issue to manifest, sometimes minutes from startup. Temperature doesn't seem to be a factor either. I have no issue whatsoever with the driver disabled (though obviously I cant play games this way, which is how I spend most of my time).

I've tried updating and rolling back the driver, That did nothing. I've tried completely uninstalling and deleting, then downloading and reinstalling the driver. Nothing. I've tried using the supposed fix on Microsoft's website. Nada. I've opened up the case and removed the reseated the card, checking for any kind of damage or deformity; there was nothing I could see, and this did squat. I've even installed an entirely new OS and STILL have the exact same problem.

Is there some other fix or do I just need a new card? Please tell me it can be fixed; I wash dishes for a living, a new graphics card isn't exactly something I can just run out and pick up.

PS I know you guys might need more detailed specs on my system, how should I go about pulling and providing those?

So, my roomate had a spare graphics card. Its another Radeon HD 6450, but it seems to be ATI or something instead of AMD, and it has a fan instead of a heatsink. Anyways, I had to use a legacy driver to even get it to run but it seems to run flawlessly.
