Specs:
4790K
Asus Hero VII
H105
GTX 970

When I boot to the Bios, it displays my core clock at 800mhz. However, when I load windows and launch either Aida64 or CPU-Z, it shows my core clock correctly (4.7ghz OC). I'm just curious if this is just a bug display with my Bios, or if when I boot up it's running at Min CPU Speed (which is set to 800mhz).

I have made the changes to my power saving profile to be at 100% and have Disabled Intel enhanced speed step and CPU C-States.

Any ideas? Let me know if you need more information.

Thank you!

Because he overclocked. After all, isn't it completely unimportant how fast the cpu runs in the bios? You wouldn't even see a difference between 0.8 and 4ghz there (I tested it). And its not like you use your pc in the bios anyway, you usually access it if you want to change oc settings, but thats it. I don't see a problem.

That is correct, Haswell chips have a minimum x8 multiplier (8x100MHz baseclock for 800MHz lowest idle), you can see this for yourself if you launch CPU-Z, it will display the minimum and maximum multiplier based on your OC settings.

Thank you all for the clarification. Also, I'm new to Overclocking. I wanted to know if it is okay to run my CPU (4790K) at 100% all the time (e.g always at 4.7ghz). Is it better to have the power saving mode set to "Balance"? Right now I'm leaving it at High Performance. My temps are great at idle, I just want to know if in the long run would it be better to just have it at "Balance" so it down clocks when necessary.

Thank you!

Doesn't really matter, you're just saving a little bit energy when on balanced, aside of that you won't be able to notice any difference as the cpu clocks up to 4.7ghz within the same millisecond there is something to calculate.
