fx 9590 with gtx 770 jumping fps on bf4

Solution
Disable all power saving features in bios and change power plan in windows to performance. Your cpu shouldn't hold you back at all specially with 770. Try getting water cooler for cpu it's running kind of hot so that might be problem that it might be throttling down with that temp.

How's your CPU Temps? What kind of cooler are you using? What kind of motherboard (power phase)? What kind of power supply?

The 9590 is a hot processor and without a good cooler it may be heating, throttling, leading to crappy FPS. Does it stay at ~20 once it drops or is it constant dropping to 20 and back to 80?
