my computer wont detect 9gb on my 120gb ssd, what could be the problem?

So my computer wont detect 9gb on my ssd and it wont detect some data on my hard drive to, it would not let me install windows 8.1 either, I kept getting IRQL_NOT_LESS_OR_EQUAL. I tried wiping the ssd and hard drive that didn't work. I certain it must be a problem with another piece of hardware but I'm not sure what.
My specs are
CPU: Intel Core i5-4430 3.0GHz Quad-Core Processor
MOBO: Asus H81M-PLUS Micro ATX LGA1150 Motherboard
SSD: Samsung 840 EVO 120GB 2.5" Solid State Drive
HDD: Seagate Barracuda 1TB 3.5" 7200RPM Internal Hard Drive

Edit: i forgot to mention it gives me the option to upgrade windows but this is a brand new fresh ssd, there isnt a copy of windows on it.
 
If you are saying that a 128 gigabyte SSD shows up as 119 gigabytes.

This is normal.

Windows uses 1024 as the number for kilobytes/megabytes/gigabytes/ect While drive makers use 1000. Do some math from the bytes perspective and you end up at 119(119.209 in a perfect world).

At one point almost all operating systems did this, but now most use the term GiB(Gigibyte) instead.

Time for some math
127929409536 Bytes
127929409536 / 1024
124931064 kilobytes
124931064 / 1024
122002.9921875 megabytes
122002.9921875 / 1024
119.1435470581055 gigabytes

This is the same with all storage on Windows.

Clean that SSD off by removing all partitions and try again.

If your memory has special requirements like voltage make sure they are set correctly as well.

I get the message after the says it has completed. Windows copy all files and everything else the when it tries to boot from the ssd i get an eror message is it possible i got a bad copy of windows? i bought it from amazom
