Unable to format secondary hard drive, "still in use" message prevents me?

I recently bought myself a 500GB SSD and I've used software to clone my old hard drive data onto it, making my SSD the new master drive which the PC boots from.

My old SSHD is still plugged in and holds all the old data from before the clone, but I am unable to format it. When I attempt to format it through simply right clicking and selecting format it tells me that the drive is still in use.

As far as I'm aware none of my programs or files should be running off this drive, it should all be from the SSD. Inside task manager the SSHD is always at 0% usage too. Is there a way to check what might be trying to access my old drive, could it be malware, or an actual program?

I'm worried that if I did manage to format it whilst it's still 'in use', it might cause my PC to crash for whatever reason.
