How do I get my Laptop to boot past the message - ERROR - Resorce Conflict - PCI on Motherboard? Surely it cannot be dead!

This started after a popup on my Toshiba laptop asked me to do an official looking upgrade to my drivers. I did as suggested and my screen went black then the fatal message came up. I cannot find a way around this and I cannot boot my laptop to good health.

Take the battery out, wait for 5-10min, put it back to try boot the laptop. If you can't boot then you need call Toshiba for help or go to Toshiba forum for help.
