280 in Xfire would be slightly better then 1 280x but get the single fastest card first (IE:280X or whatever you can afford) then move up to 2 cards eventually when that first card needs the additional power. Going Xfire or SLI right off the bat expecially when you have a budget makes no sense. When you go Xfire or SLI its not like your gaining an additional 100% from the 1st card. You only gain like 30-80% at best and that all depends on the game/drivers.

Why go with Xfire when you can buy I single card that would outperform those in combo? I would go with a 970 or 980 single card over those in SLI or if you prefer AMD then at least go with a R9 290x (going with a company that puts at least 2 fans on the card) or even the XFX R9 295x2.

2x 280 is more expensive than a single 970.

Having higher Vram doesn't exactly means the card will be better/faster. One thing that effects performance is something called Memory Bus which the 280 is at 384-Bit and the 270X is 256-Bit. Basically it means the higher the bus the more information is passed between video card/motherboard. Other factors like the clock speed of the card and Vram factor in as well on how good a card is but its kind of tough to decide between both of these cards because the performance would be pretty close but personally I'd still go with the 280.
