odd noob question:
home-based PC repairman offering to install windows 7 to a hard drive at no cost to me.

Doesn't the product key cost something? or is there a product geared toward folks who sell PCs like him?

Yes, you should be suspicious. As in run away, fast. There is no 'free' Windows that he can give away.
What else is he doing to your PC?

If its for a really low price, I would be sure it was pirated. If its for free, I would run away. Giving it out for free means this person wants to get it on as machines as fast as possible, meaning it could have some nasty software installed allowing you to be hacked.
