Graphics card running on low speed, why???

When I play games like Arma 3 and Arma 2 the speed of the graphics card drops when I join a multiplayer game. In singleplayer the card runs on high speed and I get easy 90 fps on my settings, but when I join a multiplayer the speed of the graphics card drops and I only get around 30-50 fps, does anybody know why?
Specs
I7-4820k
16 gb RAM
EVGA GTX 780 ti
750 W PS

I can see through precition X that the clockspeed is dropping to half the top speed and the frames drop aswell

I did that along time ago, the problem is that the clockspeed is dropping when i join online servers.....

im not running any boost and that wouldnt effect that the speed is dropping when joining a online server

It happens on every server, it doesnt matter what server im joining because it happens when im playing arma 2 aswell........

I already have this put in, but that wouldnt change the fact that the clockspeed is dropping.....
