I have a new motherboard and CPU in my build, but whenever I boot, I get halfway through Windows startup animation before it BSOD and resets, then I see CPU fan error.

Build:

ASUS z97-pro gamer

i7 4790k w/ standard CPU fan

ASUS GTX 560 ti

620w PSU

Corsair vengeance 2x8 gb 1600mhz

WD 1TB HDD

All fans are connected correctly, and i've been searching around all over trying everything, almost coming to the conclution that CPU might be defective since switching mobo didn't change anything.

Changing min CPU fan speed didn't do anything which seems to be the most common solution.

Any suggestions is appreciated

are you sure the fan works?

here is a simple test. with the system powered off, flick the cpu fan with your finger. the fan should spin freely, soundlessly and easily, keep a close eye on the fan, at the end of the spin, it should "bounce" backwards a quarter or half a spin. If it doesn't spin easily (bad berring) or doesn't bounce backwards (bad brush/coil) the fan is dead and needs immediate replacement. try this on other fans that you know work and you'll see what i mean.

if everything looks right, Keep the side of your case off, when powering the system on and WATCH the cpu fan. If it does not spin then there is something wrong with the wires... if it does not spin fast then there is a problem in the coil... either way the...

~as a sidenote: why did you try another motherboard when the motherboard clearly told you the CPU fan was failing? I mean it clearly identified the issue you were having. A dying cpu fan will kill a cpu. the fans are cheap to replace, cpus are not. I've NEVER seen that warning be a "false" report unless someone had their cpu fan plugged into the wrong header.
