Positive air pressure within a PC case simply means that there is more air being drawn into a case than can be immediately expelled.
Negative air pressure within a PC case simply means that there is more air being pushed out of a case than can readily be drawn in.

The idea is to aid in preventing dust from entering and settling within the PC case. Dust filters on fan intakes prevents dust from entering the case through them. If all fans are intake fans (creating positive pressure) then any other crease, crack or ventilation hole would have air constantly blowing out, which also prevents dust from entering the case.

The same holds true for negative pressure, but the dust filters are on the ventilation holes, rather than the exhaust...
