PC keeps shutting down > CMOS reset only fix so far

Hey guys, wondering if anyone can help me here.

Brothers computer keeps cutting out when gaming. Here's what happens:

> Computer shuts down completely.
> Monitor light flashes green, no picture.
> Logitech gaming keyboard & mouse (both usb) turn off, lights don't come on, and they do not work.
> Computer boots up, lights come on.

I thought it was a monitor issue initially because it was old as, so I went and bought a new one with HDMI input. Same thing happens. Then I thought it was a keyboard/mouse issue, because they as well as the monitor, were the things that would just stop working. So I updated all drivers and firmware, and that didn't stop it either, so then I replaced them with cheap, crap keyboard and mouse. Same issue.

So, I'm guessing it's hardware issue within the computer.

Currently, there is no fix for this issue that I've found.

> I've run memtest86, no errors found.
> I've replaced peripheral devices.
> I've replaced the monitor for a new, HDMI gaming one.

Any ideas please?

System specs are:

CPU: 3.8Ghz AMD FX 4130 Quad Core.

MOBO: ASRock 980DE3/U3S3.

MEMORY: 8GB Sniper memory; 1 stick, 4 slots.

GFX: AMD Radeon R7 200 Series.

MONITOR: Benq RL2455 24# Monitor.

PSU is 750W I think, but could be a cheap one - I don't remember.

Any input is appreciated, ta!

Do you think there could be another issue?

PSU is dying, or not providing enough support and therefore it cuts out?

I don't get why the peripherals die, and then start working again once I reset the CMOS battery by taking it out for 20 minutes.

Like, what are the reasons for everything dying - a lack of power, faulty hardware?
