2 xbox 360 (wired) controllers not working on PC at the same time

I would appreciate any help any of you can give me.

As you probably know there are many PC games that have split screen, as in couch CO-OP, and support controllers, anyway I purchased 2 wired Xbox 360 controllers, installed the relevant driver (http://www.microsoft.com/hardware/en-gb/d/xbox-360-controller-for-windows).

However in games only 1 Xbox controller seems to work at any 1 time, and doesn't let me use the other controller, unless i plug out the current Xbox 360 controller, and plug in the other. Yes it is possible to control the other screen to at the same time, however by using keyboard and mouse, and i was hoping to control both screens using each controller, as when both plugged in, the lights are on (as in it shows which is controller 1 and 2). I tested on portal 2, and toy story 3, same problem in both.

Yes these are official Microsoft controllers. Perhaps I am doing something wrong.

My system specs if helps
Windows 7 Pro (64 bit),
16GB Ram,
120GB SSD (running OS and games) with 931GB HDD for storing movies and work on,
AMD Quad Core 3.9ghz CPU,
AMD Radeon HD 5760 Graphics,
Direct X Version: 11

Hmm try Motionjoy DS3 Tool if you don't mind trying 3rd party software, plenty of people use it for playstation controllers and has xbox support but never tried it. I know Windows should support Xbox controllers, but you might have better luck with Motionjoy.
