Boot problems after changing CPU cooler.

Hello.

Yesterday I've changed the stock heatsink on my i7 4790k with a Corsair H100i closed loop watercooling system. When installing the new cooler, I also removed the CPU from its socket to clean the old thermal compound(maybe it's a relevant information). After everything was done, my PC started behaving strange.

After it is plugged in to an electrical source, the first time it boots, it starts up for a second, turns off, and then boots normally. After this first boot, everything is normal(if i were to shut it down and turn it on right now, there would be no problem). It doesn't seem like a big deal unless I turn off the electrical socket, but this didn't happen before, so it's rather distressing.

I didn't find anything like my problem on google, so I decided to make an account and post here, where most of the related problems have been discussed).

What I did until now was:
check that every cable is well connected
change the slot of the RAM
check my motherboard for anything visible
modify settings in BIOS(reset to default and play with some settings)
overclock my CPU to 4,6GHz(this caused the system to fail booting twice, then proceed normally at the first boot)

I'm new to this forums, but I saw that people post their builds, so here is mine

I'll be checking the thread oftenly so tell me if there's anything I should have told.
Thank you!

Edit: Noticed that the link I gave doesn't mention PSU. I'm using Corsair CS750M. Also, the system is two months old and this is the first system that I have built.

When having boot problems - the first thing I would do is remove all OC'ing and give it a test run at normal operation just to verify there is nothing amiss. Then slowly step it up in OC.

Is it possible that you bent a pin on the CPU when you removed it to clean it? What did you clean the CPU with? Is there any "left over junk" that could have gotten on the CPU (in or around the CPU heat shield)?

I'm certain that I didn't damage the CPU in any way as i was extremely careful, and i cleaned it with a cloth with a bit of alcohol on it.
At the moment it's at the default options. Didn't think of turning off the turbo though. Concerning the heatshield, I'm not sure what that is, but i worked rather cleanly, I don't think anything got stuck anywhere. If there will be no other accessible solution, I'll buy some new thermal compound and check the area under the cooling pad.
