Need help with system boot

Hi,
When i try to log on to windows, i get a "windows failed to load because system registry file is missing, or corrupt" message.
it says to insert installation disk that came with the computer and restart the computer to repair but the disk will not boot. i went into bios and configured it to boot from cd/dvd drive but it will not boot. the optical drive works fine as well as the disk.
-note- when i put the installation disk into my desktop computer to check if the disk was damaged i did not see the repair your computer option but i assume that is because it is not windows vista.
i tried the f8 option to try to get to recovery but the same error message shows.
i downloaded an iso image for windows vista installation and put it on a usb which boots fine but it was missing the "repair your computer" option.
my laptop is a dell 1545 Intel Pentium T4500 2.3 GHz Dual-Core Processor
