Downloaded Programs Unable to Access Internet

I've come with a problem that I could not find the solution to.. anywhere.. I'm not certain if it is a virus, or just a problem on my side so here it is. When I try to download a program like Java Update, I am easily able to download the installer (currently stuck using Explorer because Chrome doesn't work either), but the Java installer itself is unable to reach the internet. I've tried using GeForce experience to update my drivers, but the problem continues. What worries me most is that I'm unable to download an Anti-Virus.

This is probably to do with your firewalls, have a look at the application in your windows firewall with advanced security settings and allow the programs to make outgoing and ingoing connections.
