Comptuer only jumps when power button is pressed

This is my first thread so I apologize for any mistakes but I'd appreciate some help. I have a brand new computer, but the fans and lights only flash briefly both when the power button is pressed and when it is released. I have also tried everything on the checklist.

I have assembled computers before, but once I got everything installed on this attempt, I ran into this problem. The one mistake I made (not sure if this caused any damage or not) was that when researching my motherboard, the manufacturer only provided a socket, but after I ran into this problem, I noticed an earlier version didn't support this specific processor. I called them up and they told me that my old processor (Athalon II x 4) was compatible, but I received the same results as the new one. Also before looking at the checklist, I had attempted to boot with both sticks of RAM installed, but have since taken 1 out. Also while I don't have an ESD wrist-strap I made sure that I was touching the case at all times during assembly to prevent ESD damage.

Also, I realize that I will probably have to buy a new processor, but is there an update I can provide for the BIOS that will support the 8310? The manufacturer said that this board was designed for the FX series so I found it a bit odd that not only did they not provide a list for that version of the motherboard on their site, but also one of the FX series processors isn't even supported

What I have already tried:
1. Reseated all sockets and components
2. Taking out 1 of 2 sticks of RAM
3. Verified I am not using the incorrect RAM slot (the manual only
mentioned specific slots for dual channel)
4. Plugging in the buzzer for beep codes
5. Switching out the processor
