Can i use hipro hp-w700wc3 psu to run these ? Gigabyte 290 windforce+amd fx 8320+m5a78l-m Motherboard?

Hipro is not a quality brand, we would certainly not recommend using it just to save buying a new one. The point is that if a cheap quality PSU dies, it can kill your expensive GPU as well. Get a Seasonics, Corsair or Antec.
