It is not. The R9 270 is REALLY a big weak point, as someone said above. And yeah, not everyone wins the silicone lottery. Also, motherboard, cpu cooler and psu could be cheaper.

Then there's the fact that it's about 1200$ if bought seperately.

Maybe you could build something better for 1000$.

local dealer is giving me all above for $734 2nd i am not an Nvidia fanboy i don't need more then R9-270 this time neither any game at this time for decent FPS on high setting with i'm playing. Like COD AW , BF4 and all. 3rd AsRock F...ed my brain 3 times so no way for ASRock. MSI cards are not that reliable but Asus DUII are reliable . this is 100-55 difference in PCB quality of ASUS and MSI. i was using CM-Hyper 212X turbo on this CPU before and on 5.13Ghz only coz of cooler i had Fried my Chip 5 days ago the CPU i'm talking about is running on 4.94Ghz at 1.3571 volts and its stable . i want Corsair ram rather then G.Skill or Kingston. no tell me is this rig worth buying for below $750?

Worth paying attention rig what you have suggested . but mate the rig i posted is for $734. from a local dealer . and its stable on 4.9Ghz on 1.357 volts ....temps where under 65% for 3 hours on AIDA64 Extreme i've seen it by my own eyes . this rig is on display . just give me a reason to change PSU from corsair to XFX rather then price i'll go for it.
