New GIGABYTE motherboard (GA-H97-D3H). Keyboard/mouse/USB devices not working

Hi there all.

Well, firstly, my motherboard fried a little while ago. so i got me a new one.

my computer's current configuration is as follows.
Gigabyte GA-H97-D3H.
Core I5 4670 haswell bridge.
8 Gb Corsair Vengeance 1600 Mhz.

I find that after i replaced the motherboard, my USB devices no longer work.

specifically, the keyboard and mouse work in my BIOS, but not in windows 7 Ultimate x64.

1. i've updated all my drivers, no luck.
2. i've deleted the upperfilter class in the registry, no luck then either.
3. i'm erased libusb0.dll and am going to try copying a new one to that location in a second.
4. i've deleted and reinstalled the USB generic and USB root hubs in Device Manager. no luck.
5. I've tried plugging and replugging the mouse/keyboard and USB harddrive . no luck there either.
6. i've tried Disabling, enabling and setting the Legacy USB option in BIOS to auto. no luck.
aka, i've tried everything.
it's not a bad motherboard. i'm sure of that. like i said, the mouse and keyboard work in BIOS, but shut off (the light on my mouse goes out when i boot into windows.)

anybody have any further suggestions to try, please let me know.
need to get my mouse and keyboard up and running. been at it for two days now.
it's a USB driver issue, i think. updating drivers doesn't work either.

 
Solution
Try restoring your bios settings to the default if it works then good or else you are left only with the option of trying a different variant of OS

i could do that but reinstalling windows is my last option.
i have a ton of software installed, and i really don't want to reinstall everything.

there's gotta be soemthing i can try that'll correct the error from within the windows environment.
suggestions?
