Specs:
Motherboard: MSI 970 GAMING
CPU: AMD FX-8350 @ 4.8 GHz (Cooled with Cooler Master Hyper 212 EVO)
GPU: ASUS GTX 970 Strix
RAM: G. Skill Ripjaw X 16GB 1333MHz
HDD1: Western Digital Green 1TB
HDD2: Western Digital Scorpio Black 320GB(Just for games)
OS: Windows 7 Home Premium 64-bit
PSU: Rosewill Hive Series 650W


Known Issues:
1. Programs take very long to open and sometimes they dont even open they just freeze.
2. Windows Explorer stops working.
3. Took me 3 times to open chrome, when open it doesnt even load a page even the the internet is connected.
4. Display settings keep getting reverted when opening games.
5. First hard drive has 18GB left.
6. My hard drive keeps filling itself up when im not even installing anything.
7. RAM is always 70% used up. Even when no programs are running.

Things I used to try and solve and didnt work:
1. Defrag
2. Uninstalling programs
3. Restarting Computer
4. Virus Scan
5. Disk Clean
6. Scanned for RAM problems
7. Tried using Advance System Care 8 to clean up files.

What all programs do you have installed? I have an A8-3850 and 16G, and it's not running as fast as I thought it would be, when I bought it; but, the system is starting to slow down over time (o/s load was in July [2014]). Which automatically run at start-up?

I just upgraded my CPU, GPU, and Mobo recently. It cant be a problem with those.

I asked about which programs you had installed (and wondered what's running [in the background] {and/or at start-up} ), because if your RAM is getting near maxed-out, it would help to know what's maxing it out.
 
Since you did a major overhaul of your system did you reformat? When going from one platform to another or even a similar but slightly different chipset on the same platform you should really reformat.

At any rate, have you ran tests on your hdd using your manufacturer utilities, sounds like a logical place to start.

Skype, Nexus Mod Manager (On occasions i might leave it on), Chrome (Occasionally with multiple tabs open, Steam, Advance System Care 8, TeamViewer, MalwareBytes (Which opens by itself at start up), Anything else I wouldnt know.

Yes i did, Windows along with the BIOS showed nothing was wrong.
 


I would really recommend trying your hdd manufacturers tests, at the very least use HDtunes error scan and health tests.

I probably should have asked this first but does it do this in safe mode?

Yes it does it safe mode.
