[URGENT] Display driver has stopped responding and has been successfully been recovered

I need URGENT help with this error, i built a computer with:
-MSI Radeon R9 270
-AMD FX 6300
-10GB RAM
-Corsair CX750
-WINDOWS 8 & WINDOWS 7
-old 300gb hard drive
-Gigabyte 78LMT USB 3

i cannot play any games because it keeps going to a black screen, it will come back up and say the error message. it happens in games and even in google chrome as im writing this now.
i have tried uninstalling all the drivers and reinstalled them all
i also tried going into MSI afterburner and increasing the power limit by 20%
i downgraded from windows 8 to windows 7 thinking the new OS just didnt like it.
I REALLY need help because i was on a tight budget and it's alot of money to me for it to not work XD

hi!
my GPU doesnt go over 40C i already checked that too
i tried updating to the latest graphic drivers and installing DirectX any more ideas?

The operating system may have corrupt system / registry files.........
An overclocked processor (CPU), graphics card or memory can cause system instability...........
An inadequate or defective power supply (PSU) can prevent the processor / graphics card from functioning properly...........
There may be memory RAM issues.....due to multiple memory modules.........
Perform a clean install of the operating system...........

its a fresh install so it has no antivirus software and i already did a fresh install of windows 7 and the disc that come with my motherboard and GPU

i havent Overclocked any of my hardware and how would i fix corrupted registry?
i got a brand new PSU 750Watts and enough power to handle my parts
how could i test bad ram too?

And check every ram module one by one. For at least 5 - 10 pasts ( you can read number of past).

hello! after a whole night of figuring it out i found out that 2 of my RAM cards were bad, i couldnt run the memtest because i didnt have a blank disc or usb with me atm, i individually took each one out XD
