Can't Update Android (Says Latest Updates Already Installed)

Hi there, I have a Samsung galaxy S4 Mini which its self works fine (it is running Android Jelly Bean 4.2.2) . I know someone else who owns the same phone, but his is running 4.4.2 KitKat (I know for sure he hasn't flashed a custom ROM or rooted his phone). When I go into my settings and choose check for updates it says The Latest Updates Are Already Installed. Could someone tell me why this is, and how to update it without routing it.
P.S. We are both on different carriers and in the UK if that makes any difference.

At least here in the US, not all phones get the same updates. It is quite frustrating, but too often the carriers simply do not release the update, even to recent phones. Many think the motivation is to just convince us all to keep updating the phones, even though the software update would allow us to get some more mileage out of it.

Bottom line is to check with your carrier if the update is going to be released for your handset.
