Must Unplug/Replug PC to Boot... Goes Straight to BIOS

After turning off my computer it requires me to unplug it and replug it back in before it will power up again. When I do so it boots to bios and requires me to do the f1 to recover bios settings, everytime the motherboard also beeps and when I attempt to push on before doing the unplug/replug the mobo light will come on but does not start. After it starts everything works 100% but it's just annoying me that I can't relax knowing everything is fully functional!

Hi everyone so I'll keep things brief as I'm new to these forums, as I've said above I can't turn on my PC unless I do those steps and everytime I do it won't go straight to windows. This started after I moved all my PC parts into a new case and added a new video card. :(

Steps to fix so far...

    1.Bought new PSU (my previous was nearly 4 years old and too high wattage anyway)

    2.Installed latest BIOS (not sure I did this right but it didn't seem to change anything)

    3.Fixed windows updates that were causing errors

    4.Removed CMOS battery for 60 seconds, then put back in and rebooted

I would try replacing the CMOS battery first, unless you are ready for a motherboard upgrade, then by all means... If not, just try popping a new battery in and see if the issue persists. Sounds to me like that could be the problem.

I would recommend removing the battery for more than 60 seconds. Many motherboards can hold the charge way past this, which makes anything less irrelevant. I usually recommend 10-15 minutes, just to be sure the charge has dissipated. Sounds to me it could be a failing battery though, which would make the above useless. If it persists, I would consider flat out replacing it and see if that helps.

Thanks Mundo I'll retry this and let you know how it goes, assuming it doesn't help I'll keep this open for more solutions!

So I tried this for a long time as you said and nothings changed, I also got a new surge protector and changed outlets and that also hasn't fixed the problem.. could the mobo just need to be replaced?
