30 FPS bug? HELP

i recently got a msi gtx 980 and while playing assassins creed black vflag i have noticed that in situations where there is a lot on screen it just pauses at 30 fps for some reason, it doesnt go to 29 fps or 31 fps, it just pauses at 30 spf, and when i look away it jumps straight back to 60 fps (vsync enabled) how do i stop this from happening?

i had vsync enabled in nvidia control panel, so i disabled it in-game and now everything is working amazingly, getting straight 60 fps now
 


i was going to say try that and also enable triple buffering.
 
A better way might be to force VSYNC in the NVidia Control Panel.

I would suggest using the Adaptive VSync method.

1) Start game (to menu) and close
2) Open NCP-> "Manage 3D settings"

3) "ADD" then select AC4 and SAVE
4) Scroll down to "Adaptive VSync" select that and save

*Now the game should lock to 60FPS (for 60Hz monitors). If you have a 144Hz monitor choose the "Half Adaptive VSync" method which will cap at 72FPS.

AC4 is very demanding so max settings will still drop below 60FPS. With the Adaptive VSync method this just disables VSync so you get screen tearing but no stutter (VSYNC ON if you can't maintain the proper frame rate is bad).

So now you should just get SCREEN TEARING if dropping below 60FPS. If it's too frequent then adjust the quality settings so you can maintain 60FPS.
