Quick Question: Does a GPU run faster when it is hot?

Okay, people always tell me to run the GPU on around 75C.

I find that i always run on 60C but that's with the fans turned on to around 75% (EVGA GTX 970 SC) when it's just running w/o OC.

So how would a 1404MHz/1530MHz 970 @ 60C go against 1404MHz/1530MHz 970 @ 75C or do people just mean when the GPU is hotter, it runs faster

ex:

1404MHz @ 80C no fan on (playing Crysis3/Ryse)

1200~1300MHz @ 50C no fan on (under load but playing cassual games/watching video)

Higher temps by no means increases performance, thats counter intuitive.
There comes a point where the card overheats and suffers performance loss, and there is such as thing as too cold as well (0C for example).

Either way, 60C are good temps.
High temps can be a result of OCing, which could be what they meant. At identical clock speeds, they perform the same.

Alright guys thanks, that's what i thought so, but i keep seeing "Ideal temps for an oc'ed card is around 75C!"

Always confused me considering even on OC'ed my 970 stays 50-60C playing games
