"Windows Starting" screen has no Logo

I have been having a reoccurring issue with my PC when restarting for several months. Every time I restart, the computer hangs at the "Windows Starting" black screen with no Windows logo appearing. It will stay this way indefinitely until being shut off. If I restart the PC again, it will go to Startup Repair and state that there is no solution to the problem and shut down. After THIS, the PC will boot up normally and let me log on. This series of events happens without exception every time I turn off my PC.

Does anyone have any insight into how to fix this? My computer is operational right now, but I'd like to fix this obvious issue.

Check hard drive, check memory, what about if you try safe mode, does let you in safe mode every time? I would see if you can boot into safe mode and then check Event viewer under system and apps and see if you can find idea what is going on with system when it locks. Might point you in right direction. Also my want run scan disk, as well as manufacture testing tool.
