xfx7850 fan speed reporting but its not spining

I have an XFX 7850 1GB ghost edition. I have several different programs telling me the fan is running at a certain speed but its not moving at all. The temps rise near 75C, then the fan kicks on at 100%. Cools down and then shuts off again. I am using CCC, MSI after burner and speedfan. They all "say" the fan is at whatever % but I can clearly see its not moving except to go to 100%.
Any thought? I have the latest drivers. 14.501.1003.0
Its done this all the time I have owned it through a couple different driver versions. TBH I just noticed it not spinning since I got a new case wit a window lol

I sent it into XFX for RMA since it was under warranty and they fixed it. Took about 2 weeks and $10 in shipping.

Thanks for the response, unfortunately my warranty ran out a couple months ago. I have contacted them though and hopefully they can direct me what to do.
