Sims 3 EXTREMELY laggy

Hello everyone, its my first post so if im doing anything wrong a notice will be appreciate :)

to the problem now, i have sims 3 with all expansions, and it ran well enough for a while, but after a few weeks it became REALLY laggy, unplayable...
i tried every solution that i could find online, but none of them seems to help :/
i took a stance and upgraded my pc, after i upgraded i even formatted the pc to have a clean start, but the game still REALLY laggy, like before, i mean that it feels like before i upgraded, even though its not supposed to be so...

i tried to clean temp files, i tried all sorts of fixes, i dont have any cc, only the offical expansions.
ill write down my specs, the first and the upgrade, and ill really be happy if anyone could help me :)

by the way, i think its important to note that i noticed the game plays really solid until i move the camera, it usually run 50-70 FPS, until i move the camera than it drops to 1-15 FPS.

Old specs:
Windows 7 Home Premium SP1 x64
intel i5 650 - 3.2 Ghz
Nvidia 240 gt
2x2 (4GB) ram 533 mhz
PSU SUN PRO 500W

New Specs:
Windows 7 Home Premium SP1 x64
intel i5 650 - 3.2 Ghz
AMD R9 270 Dual-X 2GB OC
G.Skill 2x4 (8GB) ram 1333 mhz
PSU Antec 550W

Have you tried lowering the graphics to a minimum? a 270 should eat through this games like butter, but maybe something in your system is broken... You didnt change the MoBo or CPU, right?

Do other games run well?

yes i know this gpu is not high end, but i bought it especially for the sims 3, knowing it should be more than enough to run it really smooth and solid (i have sims 4 also, it runs on solid 70-80 FPS on full HD and all max settings).
all the other games i have run without a problem at all, skyrim with all max settings and HD textures and many mods run extremely well and solid, at least 50-60 FPS.
far cry 4 also run really well, cod aw also...

im saying that theres problem only on the sims 3.
(and i upgraded my pc just for the sims, all the other things work so good but thats not what i wanted :/ )

i didn't changed anything, everything is as it came from the store.
and i tried to lower the settings lower as possible, but its working exacly the same, like something capping the performance

i have the latest drivers from AMD website (no beta).
can you please tell me if my build is fine or is there something i should replace??
and ill check the temp of the cpu when ill get home.

my pc just made these vertical lines O_O
i could still use the pc like nothing happend and when i restarted my pc the lines were gone, someone recognize it?

the vertical lines was becuse my pc was closed from all directions, i moved it away from the corner and now its fine.
and as for the game, i checked my ram and cpu usage while playing and i saw it was using only 2.5 gb out of 8 available, and using less than 35% of the gpu...
the temp on all computer component are less than 40C.

Was it overheating THAT much? i've had my GPU at 95C while gaming and havent seen any artifacts/lines on the screen. Besides, this videocards throttle when they reach too much temp, so they dont actually overheat, unles your case had no ventilation, fans, etc... Id do some stress testing with furmark, see if the GPU is really fit.

Anyway, if you had problems before, i must be another part of the build. You could also try W8, or the W10 preview wich is free, see if that resolves the issue (you said that you formatted, but was it a full wipe, or just a reinstall salvaging data from the previous one?)

My case has only one fan, and it was between a wall and 2 tables, which mean heat couldn't get out... And I did some stress testing, with the new position of the pc the test came out fine.
And as for the problem, I've solved it! I noticed that the gpu is idle (running at 300 MHz) when I'm not gaming, and when I played skyrim for example it raised to 945 MHz, but when I entered the sims 3 the gpu don't recognize it and stays at 300 MHz. I managed to make it work together and now i got x4 more FPS and it's running fine :)
But than I noticed that the gpu don't recognize when I'm playing FarmVille 2 and stays at 300 MHz, how do I make the gpu work a little bit harder when I'm playing FarmVille 2??

I cant really help you, man, thats VERY odd. I've been using AMD cards all my life, right now i have a R9 290, previously a couple of 5850's in crossfire... and i've never encountered such an issue. Are you using the latest drivers (omega) ? Is DirectX up to date? Try using various browser if thats a browser game... At least youre playin the sims, finally, LOL. You should get rock solid 60FPS on that card. Or more if your monitor supports it.

I'll tell you what, sims 3 doesnt recognize this card cause it's to new (ea didn't updated the supported cards), maybe there was comunication issue cause the game didn't know I had the card...
And before I solved the issue the game run at about 50 FPS and drops all the time to 1-10 FPS, after the repair the FPS is now at about 220 :)
