Hello im looking to build a second computer here for a friend, so far this is the build:
GPU: http://www.amazon.com/gp/product/B00HHIPM5Q/ref=ox_sc_act_title_2?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

CPU: http://www.amazon.com/gp/product/B00JIJUBAS/ref=ox_sc_act_title_2?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

RAM: http://www.amazon.com/gp/product/B00J8E93G6/ref=ox_sc_act_title_6?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

PSU: http://www.amazon.com/gp/product/B0047CQ1B4/ref=ox_sc_act_title_5?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

CASE: http://www.amazon.com/gp/product/B00LA6Y5XQ/ref=ox_sc_act_title_4?ie=UTF8&psc=1&smid=ATVPDKIKX0DER

#NOTE# This rig does not need to play up-to-date games at max settings, if they can be played running smoothly at min or somewhat bumped up settings would be fine. Also he wants a Water-Cooled computer on his cpu, I told him he would not need it, but he wants it just for the looks. He was looking at the H80i Corsair... What do I do with that?

I would go MSI Z97 GAMING 5 ,Z97 would have more better quality than H97 ,Tier One-Class B board would be the best in your budget ,more feature and free shipping.

These ones will fit on your case:
This one is a bit over $160, with the $35 mail in rebate: https://pcpartpicker.com/part/asus-motherboard-maximusvigene
This motherboard is awesome and only $138: http://www.newegg.com/Product/Product.aspx?Item=N82E16813130737&nm_mc=AFC-C8Junction&cm_mmc=AFC-C8Junction-_-na-_-na-_-na&cm_sp=&AID=10446076&PID=3938566&SID=
The Maximus VI Gene is the best MicroATX board for the LGA1150 chipset.

I help you rebuild some part.more better PSU.your current PSU is Tier Two Class B PSU,change to (Antec High Current Gamer) Tier Two Class A same price and more better than Tier Two Class B.
GPU, go R9 290X would be better, have better performance and much cheaper.

The Power Supply Unit tier list.
Tier Two Class A - Excellent quality units, if not, as good as the Tier one class of units. For people who have a limited budget, but still want a reliable unit for the price

Tier Two Class B - Lower life span or slightly lower power output than rated. These are still great units, all of which are still within standard ATX specifications
