PC won't start after shutdown, after powering on requires the reset button to turn on again. More info below.

So I've just build my new PC, the components are:
INTEL 4790k processor
Gigabyte 970 GPU
Corsair CS750M 750 watts
Corsair H75
Corsair 250t
Gigabyte H97M-D3H

The problem I'm having is when I shut the PC and try to power it on, it'll power, spin the fans and everything but nothing will happen. I know nothing happens because after waiting several seconds, when I press the power button again it turns off directly, your PC doesn't turn off instantly unless you hold the button so I can confirm in this case nothing is happening.

However, when I turn the PC on and then press the reset button it somehow magically works which is really strange. And also if I'm already logged in and restart the PC from windows then it'll restart without problem.

So the problem occurs when shutting down the computer and turning it on after its been shutdown and not directly restarted or reset.

I have no idea what it can be, I suspect the GPU, PSU or mother board. Anyone got any ideas? Thanks.
