Problem about RAM placement in what slots??

Ok my problem is that I have been running my system with my Kingston HyperX FURY 16GB Kit (2x8GB) 1866MHz DDR3 CL10 DIMM in slots 3 and 4 and I believe I am not getting the full potential out of my memory. My system reads that I have 16gigs of RAM, but I haven't seen it go much higher than 20% usage during stress test, benchmarks or rendering videos. I have read that I should place the sticks in 2 and 4 slots when running a 2 stick kit, but when I tried to place sticks in 2 and 4 slots, my computer won't post...
I f anybody has any input on this at all I would greatly appreciate it..

Ok it seems that slots 1 and 2 isn't functioning properly! I tried what you said, a stick in 1 slot= no post and stick in 2= no post. 3 and 4 work fine. When I'm saying no post, what it's doing exactly is, it will attempt to boot up and shut down repeatedly over and over again with no post beep.
This is a barely new build and I don't understand why the channels for dimm 1 and 2 wouldn't be working??? Hopefully one of you all can help me with a fix for this solution..
