With that question asked, I think you're completely new to PC components. Overclocking means increasing the performance of the processor (or GPU) by increasing CPU multiplier (and/or its voltage). This helps when the CPU becomes old for the new applications released in future and saves the cost of upgrading to a new CPU. But, it needs extreme care to do o because the motherboard and CPU can be *burnt* if not done with care and overclocking voids the warranty too. Stay with the above build. It will help after you've learnt hat overclocking is.
You can say whether you want Intel build (in that overclocking or non-overclocking build), what components/accessories you already have and finally the extreme budget you can extend to. I will swap and choose components according to your choice.

This suggestion is an AMD overclockable build.

CPU: AMD FX-8320@ 10499
Motherboard: Asus M5A97 Motherboard 2.0 @ 7699
Memory: G.Skill RipjawsX PC3-12800 CL9 Dual Channel Kit @ 6600
GPU: Asus NVIDIA GTX 760 Direct CUII OC 2GB GDDR5 Graphics Card @18750
PSU: Seasonic S12II 520 Watts PSU @5050

SSD: ADATA Premier Pro SP 900 128 GB SSD @ 4824
ODD: LG GH24NSC0 DVD Burner Internal Optical Drive @ 995
Monitor: BenQ GL2450HM 24 inch 1080p LED Backlit LCD Monitor @ 9666
Keyboard & Mouse: Logitech MK120 USB 2.0 Keyboard and Mouse Combo @ 879

Total - Rs.68,682/-

Note: You can buy Cooler Master Hyper TX3 CPU Cooler (Rs. 1750) or similar when you're overclocking the CPU and they're are relatively lesser priced. Also, you can compare the prices of the above components in retail stoes and other online shops from where you're conveninet to buy.
