Is my performance in games normal? (possible cpu bottleneck)

Hi, I have recently set up a PC, so it's pretty much a fresh install, here are the specs:
-Intel Q8300 @2.50Ghz (I sometimes risk and O/C it to 3.00Ghz, even tho i shouldnt because my MoBo requires me to kick PCIE freq to 118mhz when doing so; I do this for fps tests mostly)
-Stock cpu fan
-Sapphire HD6870 1gb Latest 14.12 Omega drivers
-Gigabyte g31m-es2c
-Some Goodram 4gb @ 800mhz (edit it's 2x2gb, forgot to write that)
-Corsair VS450 (cp-9020096-eu)
-Seagate 1TB Barracuda (ST1000DM003)
-Windows 10 technical preview 64bit

I use this computer for gaming, and I'm curious if the performance I'm getting is right, because I have my doubts about it, here's why:

(All games in 1280x1024, usually with AAx2 or off, Anisotropic x2 or off; fps tested with built in frame meters or Razer Cortex; I usually limit my fps to 60 if the game has a limiter like CS GO, TF2, and BF4

Cs GO with runs about 60 fps, sometimes dropping to 40 on bigger maps @ pretty much max details.

Payday 2 Runs Fine also at pretty much max, with some minor fps drops in open areas.

Chivalry- FPS drops to as low as 24 when looking at large open areas, climbs up to about 60 in narrow corridors. Video settings seem to make little improvement when going to low.

Battlefield 4 runs pretty much the same as chivalry, goes to 60 fps in buildings, but in open areas i get drops to like 27-31 fps no matter how many explosions around and stuff, just how much visibility i have. (I'm using low/mid setting with most things like ambient ambient occlusion set off). Number of players on server has little impact on FPS. The map that gives worst performance is Siege of Shanghai.

Burnout paradise: Runs 60fps when not In the city, but when driving in urban terrain it drops to around 30 fps. This game should be running FAR better than that. There is no way a quad could be bottlenecking it. I ve read some tests which showed that a quad is able to handle 50 fps there using only 2 of its cores, with 2.80Ghz or so frequency. Changing detail level gives little improvement. Afterburner reports about 70% of CPU usage, never reaching 100%

I also remember trying Crysis, it gave me drops in larger areas too, it was dropping from something like 40fps to 20. Details had little effect as far as i remember), Not accurate data tho.

Team Fortress 2 gave me fps drops in large areas too. It was drops from smooth as silk to barely playable (not accurate data) the settings were mostly high as far as i remember.

I've tested Burnout and BF4 with my graphic card underclocked to 750 Core 850 memory, and the performance was only a little bit worse, it was almost unnoticeable. The GPU usage in most games is about 50%.

Tested with Cpu OCed to 3Ghz, there was little improvement, but not that much (2-3 frames in most games)

I ve tried many tweaks, and stuff like updating bios, installing other drivers, software like Razer Cortex, changing CPU affinity, different power plans, disabling E1ST (this termal control thingy of cpu not sure if I gave the right name here), disabling superfetch, prefetch, BITS (this superfetch prefetch and BITS thing actually removed stuttering from some games so that's good), changing settings in CCC etc. I have probably missed some things I did here.

I ve been looking at my temps Under HEAVY load (prime 95) I get MAX (@2.5Ghz) 71C at core 0, 63C at 2, and 67C at 3rd and 4th. It usually is 3C less even at full load. Gpu is not overheating it never reaches like 50% of its fan speed, i sometimes even set it to 100% when it sounded like a leaf blower, but it didnt seem to give any effect in games, the temps were even better tho.

Also it seems I have a bug or something, while cpu-z, shows me that my cpu is @ 2.5 ghz or 3.0ghz when Oc'ed, and Gigabyte Easy tune that i have installed once reported the same values, my Task manager always reports around 2.30 and fluctuating or around 2.76 and fluctuating, never reaching 100% of its frequency even under prime95. is it a bug? I'd rather trust Cpu-z but it disturbs me to see that windows lists only 90% of frequency in task manager. Also Afterburner which is trustworthy shows 100% usage as opposed to 90% that i get in Task manager. I've tried unparking coes via programs and registry and high performance power plans, but this issue remains. This CPU shouldnt even get parked, as far as i remember only the newer "I" series CPUs get parked ( I might be wrong on that one)

So while gaming, it seems that i have problems when rendering some large areas, when looking directly at them. But the performance hits it gives, revolve at about 20-40 fps in most games. That's pretty big and makes gameplay irritating.

Is this performance normal, and my cpu is bottlenecking that hard (burnout shows that it shouldnt be the case), or is there something wrong and I should look for a fix?

I'd say that's pretty normal with that GPU and and that amount of ram. I'd go for more RAM first, up to 8 and see what that does, that means the game will be reading less from your HDD.

I'm not sure about the temp and load thing, but you could be experiencing thermal throttling.

Would more ram actually boost performance in games like Burnout and Teamfortress 2? Like seriously these 2 games are pretty old and 4gb should be an overkill for them, and they suffer the same issue as the rest. And this GPU should be more than capable to run these 2 games at everything maxed + Anti aliasing and all the goodness with more than 60 fps. In my tests it didn't do that, and changing settings to low had little impact. My Cpu should be enough for these 2 games too. The rest i could undersand like fps drops in bf4, because its relatively new and demanding game, but on these older games, this system should be more than enough AFAIK. Also regarding that throttling thing, I pretty much disabled all thermal control i could find in BIOS, and the only thing that shows fluctuations in speed is Task manager, as mentioned earlier.

Your problem is RAM, the game goes to the harddrive to load textures / other stuff it doesn't fit in the RAM - the ram is about 10000 times faster than your mechanical drive. I figure you probably have about 1.5GB to 2 GB of available ram when windows is running, that leaves very little for other stuff and also means you will be using virtual memory a lot which slows down everything.

Thats actually a pretty interesting suggestion, because as I stated, I understand that my RAM could be the problem in games like BF4 or Chivalry, but TF 2 has minimal requirements of 512mb RAM (!) And 1 GB
Recommended. And it has the same problem. CS GO has requirement of 2GB RAM, yet sufffers the same problem.
People claim that they can run Burnout with 60 FPS on
MOBO : Asus P5Q SE
CPU: Intel Core 2 Duo E8400, 3GHz
GPU : NVIDIA GeForce GT 220 (1024 MB)
RAM: Kingmax 2 GB DDR2-800
HDD : Seagate (500 GB, 7200 RPM, SATA-II)
OS : Microsoft Windows XP Professional SP3
My build is FAR superior to that. Also, Burnout Paradise reads "Memory: 1 GB RAM XP / 1.5 GB Vista (2 GB recommended)". I'm using only 1.3 GB RAM Before starting a game, that leaves 2.7GB free for use. From my research I was pretty much certain that adding more RAM especially DDR2 wouldnt solve this issue, and that im FAR more likely to be bottlnecked by my CPU. Both replies I got here mention either my RAM or my GPU, and nobody sees any problem with my CPU or mby a power supply problem (i haven't really checked that, but my PSU was suggested for me by a pretty high rank forum member in other trustworthy forum so I'd rather exclude this from being a possible problem). This is actually good, but very puzzling for me at the same time, please understand that. I would rather not spend money on something that wouldn't improve performance in these games so I'm just cautious.

UPDATE:
I did some tests in Furmark and Passmark, my hardware benches like it should. I suspect that this indicates a software problem actually. I'm going to try W7 and some really old drivers, that don't seem to work under my windows at the moment, to see if it does something for me.
