My newly built computer starts up but thats it. Please help!

starting to think I'm either plugging something in wrong somewhere or I'm missing something.

It does a few different things, first it would give me a long beep when I had the ram in the DDR3_1 slot so I moved it to DDR3_2 and the beeping stopped. Then when I have the 4-pin plugged into the ATX_12V the computer boots up and turns itself off sometimes on a loop but when I have it unplugged the computer boots up and stays on but no image appears on the screen, I'm pretty sure everything is plugged in correctly and I know all the parts are compatible.
I don't have an operating system installed yet because I haven't even been able to see the bios but I'm planning on installing a windows 7 64-bit OS

I believe you should be able to see atleast something on your screen, but I may be wrong, install Windows then if the problem still occurs then maybe you didnt plug something needed for the whole thing to work properly.

EDIT: Didn't read your description.
Did you check the manual for the motherboard? It shows where you should put your RAM since you only have 1 stick there might be some special slot for it.

Post a picture of your MB setup so we can make sure everything is setup correctly, also google or check the documentation for the error beep codes. It's probably either the PSU or a badly configured MB setup, sadly CPU and GPU are also options but you should be able to detect those with MB error codes. You should be able to view the BIOS output on the screen at the minimum.
