Hey guys I'm currently finalising parts for my first build. I'd like to know if a gold 650w PSU will be sufficient for an i74790k + Gtx 970 4gb and would it be relatively future proof, i.e. OC'ing?

I don't think I'll be attempting SLI for a while so that wont be a consideration.

I was originally going for a gold 750w, but I heard PSUs that aren't fully utilised can become inefficient + the purchase would be more expensive.

Yes, 650W would be more than adequate for your build.

The 970 is very power efficient and the whole build will probably consume around 500W when overclocked, which gives you plenty more headroom.
