how to oil gtx780 direct cu ii fan?

usually there's a circular sticky thing on the center and you remove it and drop some oil in it
but this one has some really hard circular stickies, not even close to sticky papers
i tried to remove them but they were really hard, my nail didn't even get to go under it what's the deal?

They're given a small amount of special lubricant during assembly, no attention is required.
As has been said, if there's a problem, leave well alone and use the warranty, only tamper with them if the card is out of warranty.
Normal oils are usually not the best option anyway, in some cases mineral oils can actually attack the plastic bearing surfaces, locksmiths or some hardware stores sell a lubricant that carries finely powdered graphite or a molybdenum compound in a very lightweight oil/solvent that is intended to evaporate quickly, leaving the graphite or molybdenum powder behind. This powder actually 'plates' the bearing surfaces forming a low friction film on each surface to provide the lubrication.

Unless there is a mechanical issue with the fans they are supposed to run steady.
What I usually do is to use compressed air in order to clean dust landing on them from time to time.. I've never had a fan failure issue or something like that..
