Any CPU can bottleneck any GPU, so yes, the 860K, in some conditions, will be the performance bottleneck.

Matching your CPU to your GPU, or your GPU to your CPU is a fundamentally flawed approach that will get you nowhere.

Match the CPU to the compute workload anticipated by your goal FPS in the games you want to play.

Match the GPU to the visual quality settings you want to be able to run (that includes resolution!!!).

An i7-4790K will bottleneck a GT520 while playing a compute intensive but poorly threaded game like robocraft in late-game congested battles.

Will the 860K be able to maintain my FPS goals in X game with X conditions?
