Hey! Im about to work on my pc and i will be working on my kitchen table, which is on a tiled floor and i will not be wearing socks or slippers. Will i need a anti static wrist band or can i just keep touching the metal case (its painted though)?

^ That. I work in IT, and I have never seen anyone use a static mat or wrist strap in like 5 years.
So the chassis has to be on the ground, it can't be on a table?
He is not talking about the physical "ground" it is a term for a return path for electric current. Touching the side of the case discharges any static electricity you have on your body before touching sensitive computer components. It can be on a table, a kitchen floor, counter-top, a nice flat stable surface

this makes like no since unless your feet are actually touching the ground outside..
i worked installing check out lanes at aldi stores for years.. even with a few electrical engineers that said to wear shoes.

Rubber is a great insulator and thus is Bad to use in a Electronic repair station, because you will able to collect, and "Hold A charge in your Body" And you turn your Body into a Capacitor that will discharge with the Touch of your finger.
In High Voltage repair you want the best Insulation from Ground with your shoes... You want Your Body to be at the same potential as the Voltage source you are working on... the Right Shoe/sole for the Right Job here.
Watch a Video on the The helicopter High Voltage Line repair Techs... they strap their Bodies and helicopters to the High Voltage before working on the Line. Pretty scary stuff for sure, the High Voltage is not a killer here... it's the current that runs through your Body that is the Killer.
I did barefoot with flip flops, worked fine for me. I also did have antistatic band. (my case was on my bedspread as that's all the room I had, though the bedspread itself does not seem to produce static, only the covers underneath.)

I would wager that having a shower before working on a PC would work wonders. I think wrist straps are moot.
Well, ill try touching my toaster and possibly have a shower if need be.
