My firend asked me to build a a cheap PC for him that can livestream games like BF4 in high quality. Can you please tell me what you think of the PC and some guesses on what settings it may be able to run a game like BF4? Also I can't go above 600 dollars. I also know that it helps to have a AMD processor if he's livestreaming because the processor has 8 cores so it's good for multi tasking.
Here is the build: http://pcpartpicker.com/p/BzdxkL

If you want a system capable of simultaneously playing and livestreaming at a level WORTH streaming, with any expectancy of decent frame rates on both, you need to increase the budget. Your build is ok as a very basic entry level rig but is not noteworthy in any manner. The 8320 is not powerful at it's stock clock, it needs to be overclocked to be worth much. In order to overclock you need an aftermarket cooler and a capable motherboard.

You're also going to need a more capable GPU. This is about the minimum I'd want to go with for your intentions:

That build is going to be severely hamstrung when it comes to streaming without overclocking, which can't be done without an aftermarket cooler and a capable board, which that's not. As it stands and as a basic entry level gaming system it's ok, but for simultaneous gaming and streaming at playable frame rates and any kind of decent settings, there needs to be more meat on the bone.

Again, very hard to do with that budget so it's no fault of yours.

The FX6300 can be overclocked to FX6350 speeds on the stock cooler.

The FX-6350 has double the amount of onboard cache, and no amount of overclocking is going to provide that so a 6300 OC to the same frequency as the 6350 is in NO WAY comparable. The 4300 and 6300 cannot be compared to the 4350 and 6350 which both have double the onboard cache. Plus, the base clocks of either the 6300 or 6350 are not that great considering their instructions per second are so low compared to i-series Intel chips. You need over 4Ghz clock speeds to coax good performance from any FX series chip which is absolutely necessary when performing cpu intensive tasks like streaming and gaming simultaneously.

Well I don't recommend ANY FX so yeah I agree that pretty much any of them need to be overclocked like crazy to get any performance out of them.

There is no doubt that a FX6300 + R9 280 will EASILY outperform a FX8320 + R9 270
