I've got $85 to spend on a new GPU since I'm using my Pentium G3220's integrated GPU right now and its fine for games like Minecraft, TF2, Garry's Mod, etc but it can't handle games like Rust. My choices have come down to a refurbished R7-260x for $84.99 or a R7-250 for $79.99. Also note that the R7-250 comes with a AMD Bronze Never Settle Reward that will give me a free game. The R7-260x doesn't come with a reward since its refurbished but the Steam Holiday Sale is going on right now so I'm pretty sure I'll be able to buy a game from there. So the question is, new lower end card or refurbished higher end card?

The 260x will be much better if you game at 1080p resolution. As far as buying used/refurb, that is a chance you will have to be willing to take. Even new cards sometimes come with problems. Maybe the refurb will have any issues taken care of.
