My GPU is not running max speed help!?

I have a sapphire radeon HD 7790 1gb and lately most games are running terribly and they were running fine before. then i noticed that my gpu clock seems to stay at 618 most times and sometimes 919MHz. instead of 1500 and i have gone into msi afterburner and everything is good. So what is going on help. Its memory clock is normal though . I was wondering is any thing else is to blame for lag as in some games like bf4 the fps is fine sometimes and its still stuttering. And in some bench marks the screen stutters and it looks likes its refreshing or something

sounds like thermal throttling, take the card out and blow all the dust out of it and try again, also if the problem happened after you recently updated your drivers revert to an older version. Also a 1500mhz base clock seems awfully high?? i dunno i have never owned an amd card before, so the thermal throttling could be caused by the high voltage required for 1500mhz.
