2x4GB Ram work individually but not together

Hi everyone,
I have a weird problem that I have no idea how to solve. My PC won't boot (powers on for a few seconds, fans start, and then power turns off again. keeps repeating forever) when I have both of my Ram Sticks inserted in my motherboard. I have tried to put them in with every different combination and it still doesn't work. Only one stick of ram (doesn't matter which one, both work) works in the number 1 slot for ddr3 on my motherboard.
I have tried (none of it fixing the problem):
Changing PSU
Changing RAM
Changing Motherboard
Changing CPU Fan
Changing Tower
Changing Hard drives
Changing Optical drive
Changing my standalone GPU to the cpu one
I ran a MemTest on the RAM and both sticks individually work.
I ran a CPU Test and it said my CPU was fine.

Please Help!!!

Specs:
CPU: Intel I5 4430
Ram: Crucial Ballistix Sport
GPU: Nvidia GTX 650Ti
MotherBoard: MSI Z97 Gaming 3
OS: Windows 8.1
PSU: Ace Black 120mm Fan 650W Fully Wired Efficient Power Supply

That's a really weird problem you're having... You may need to RMA the motherboard, or speak to the board manufacturers customer support.
