New Corsair H80i Cooler, high idle temp and loud

Hey I just baught a new Corsair H80i Liquid Cooler for my cpu expecting it to be much quieter. Since I tunred it on the fans have been running at virtualy full speed. I checked the cpu temp and it is at idle around 65C. I thought this was rather high so i didn't even want to try any performance in games. Am I doing something wrong for it to be that hot? Do i need more thermal paste? Below are full specs:

Intel Core i7-4770
Asus Z87-A
Crucial 16gb
2xRaid0 Samsung 850 Pro 256gb each
Corsair H80i cooler
Corsair RM750 power
NVidia GTX 660

Current abient air temp in the room is 69F

Might want to try reinstalling, might not be enough or might be too much thermal compound, could also try have the fan blow outside air over the rad. As far as noise, these are simply on the loud side, if it's the install is off the fan will be quieter once the install is correcte (still may be loud)...and there's always the possibility it's defective

Well I figured out that the cooler itself was broken. I could tell because the pump/fan power appeared to be jumping in and out. I will be replacing it through the seller.
