install windows on a laptop with no operating system and dvd rom

Hello everyone,
I am considering in ordering a custom build laptop
with 2 hard drives on board ;one ssd for boot disc and one hybrid ssd (mechanic with nand flash) for storage purposes.
And in order to achieve all that, I must sacrifice the optical bay,meaning no dvd/bd rom.
Luckily,I have a purchased windows 7 disc on me ,and to cut the budget down I `m thinking in ordering the laptop with no OS.
Now I have located this thread,http://
and the replies there do clarifiy things very well , but my main concern is
what can I do,If there is no ''boot from usb'' option in the bios?
( I `ve read some reviews based on older models from the same seller and that happens to be the case in some...)
Could I use one of the 2 hard drives instead?
I also have a usb sata docking station that supports 2,5'' hd`s and my old laptop.
Or maybe try to use a usb external dvd rom instead?
Plus I am a complete noob at dos commands...

If you are aware of how to enter the BIOS menu on a system, you can set the boot order of devices. So if you had a USB memory stick, or an External USB drive or DVD ROM, you can select which order these boot to, so that you can install the OS. It will attempt to read your boot order and upon finding the OS setup files, it will prompt you to "press any key to load CD or DVD..." and into Windows setup.

Most systems enter the boot selection menu with F11 or F12 when booting. (it differs on each system) The prompt for this should usually show when the system boots, but it can sometimes be switched off from displaying, this can also be changed in BIOS.

Anyway, if you don't have a DVD drive to install windows, you can create a bootable USB...
