Hi, I wanted to change my old graphics card to a gtx 750 ti. But, when I start my pc it is stuck in the boot screen. I heard that it might have something to do with secure boot but all the tutorials I havd seen have just been tutorials for windows 8. Please help!

Solution

From personal experience, altering any hardware devices may need you to reinstall windows.
I would suggest you made a backup of your current files on an external hardware and then re-install windows.
You can also perform another task which is called "dual-boot". Dual boot let's you select which installed OS you want from, keep in mind they need to be in separate partitions or harddrives.
Hi

Secure boot is a option on UEFI BIOS which is only enabled if Windows 8 (or 10) is installed as boot loader has to be digitally signed or it will not be loaded.

Did you uninstall the old graphics driver before the fitting the new graphics card ?

Presumably this PC has Windows 7 not Windows 8 so this UEFI BIOS setting is not your problem

Do you mean stuck on Windows boot screen or BIOS HP Boot screen

If you remove new graphics card and replace old card does PC boot up normally ?

does PSU have correct PCI-E 12 volt cables (6 or 8 pin) ?
(and suitable power rating for graphics card)
