What would be the issues of not meeting the system requirements of a game?

So lately i've been wondering, let's say your rig doesn't have the CPU required to play a game, RAM or GPU.

What would be the issues that the computer would face running the game?

Im aware of the main issue which i think is fps drop, right? however if let's say the game freezes every 3 seconds and remains frozen for a second or 2, could that be due to low RAM? weak cpu or gpu?

Then yah the frame rate will tank below 30 and make the game unplayable if your system is to weak. I believe what your are describing is hitching or stuttering the frame rate drops for a second usually due to something graphically intensive happening then goes back up again that could be caused by all of the above not enough ram a weak cpu or a weak gpu could cause this.
